Description: When user pulls the notification bar down on device, intermittently, the usage meter bar briefly displays truncated then restores to regular length and displays usage statistics

Steps to Reproduce:

1. tap browser app
2. navigate to mlb.com
3. swipe to the left of device to the webpage display of an 'Open' link with an arrow
4. tap Open link so window expands to show a video
5. as video plays, swipe down on notification bar on device

Actual results - usage meter bar truncated briefly then becomes standard length

Expected results - usage meter bar is not truncated and is standard length at all times

This is part of loading the application. The layout is being determined and you see how the widget loads. Maybe this is only achieved under some stress circumstances. I'm closing as invalid, if you are not happy with the start-up time, please file another bug.
