Response from Devomanager@accuweather.com: These buttons are according to our mobile site design.  We have not received enough complaints about this from our other millions of users, therefore this is not going to change.
Mozilla has high standards for the functionality of apps that come preloaded on Firefox OS devices, including AccuWeather. Please let us know how we can work towards a fix for this bug, as it will improve the user experience if all the basic functions of this app are working well.
We will add more spacing around these links for users who are interested in reading our terms and privacy statements. It will be included in our next release.
Additional padding has been added to the links in our site's footer for better "touchability"
Verified better touchability on the buttons at the bottom of the app. One touch takes me to the indicated page. Closing bug.
