The current workflow has the SIM card not required during the FTE as a default unless a build flag changes that. This is not the likely use case we'll ever ship with in target countries - we have established partner requirements that the apps in the grids have to be in the correct locations on first launch of the homescreen. Therefore, I think we need to satisfy the typical shipping use case and require the SIM by default in the FTE unless a build flag specifies otherwise.

Definitely not a blocker for release, but we should do this. This will get better daily test coverage of the feature & knock UX problems out quickly.

Maybe we can make it mandatory by default only for builds that actually have single variant apps? Because activating it for all builds would be more pain than gain.

Hmm that's true. That will cause development workflow problems if require everyone have a SIM to use these builds. Okay, let's flip this on by default if single variant apps are included.
