This is a tracking bug for all the bugs needed to be completed before a launch.

The goal of this bug is for what will be ready for launch with the MDN redesign (potentially December 2013).
Therefore, removed dependency on creating a Developer Program account (bug 933031), since that work will be months away. 

However, a big public launch might be dependent on having that account in place, but this bug should rather be considered as a soft launch this year, and then work iteratively on improving the Developer Program.
