Clearly DetermineElementToMoveFocus needs to take the pref into account
for example.  The OSX system pref should only be used when accessibility.tabfocus

Testcase is for for Mac OSX only, Full Keyboard access needs to be checked for Textboxes and lists only.
Steps to reproduce:
- Install SpecialPowers extension: http://people.mozilla.org/~mwargers/extensions/specialpowers/specialpowers_working.xpi
- Go to http://people.mozilla.org/~mwargers/tests/dom/focus/accessibility.tabfocus.htm
- Press the tab key multiple times

Expected result:
- The green box should not receive focus outline

Actual result:
- The green box receives focus outline while tabbing.
