steps to reproduce:
1. Load https://marketplace.allizom.org/developers/app/touch-11i/edit
2. Click on the Admin Settings and see the options available for Content ratings


observed behavior:
Instead of options available as 'Generic', we have options listed as 

<django.utils.functional.__proxy__ object at 0x1ae0f90> - 18+
