We should consider storing layouts on webmaker.org instead of writing app tags to the makeapi.

My thinking is along the lines of storing a layout with a name, date, and list of make IDs that can be turned off and on for each gallery page (teach, starter-makes, etc.)

That way we could easily test layouts on staging, create new layouts, etc.
