Steps to reproduce:

The Rack WebUI can be a platform for chat using WebRTC.  Right now, the kr server has been modified slightly to facilitate signalling for simple two client peer to peer chat.  We have Bigger Plans.
ToDo:  kr side:
       - implement sending candidate messages via krad.
       - send broadcasts to clients about newly registered / unregistered users and 

      ui side:
       - display list of currently registered users
       - make users in list selectable for calling
