Besides dead Makefiles parts, nothing actually uses it.
Turns out we're doing stupid things: we're building a static library for unicharutil/util and rdf/util for internal use, don't use them, and build the objects in toolkit/library. So we're effectively building them twice.
Summary: Get rid of intl/unicharutil/util/internal → Cleanup unicharutil/util and rdf/util related things
