If the quick links are a long list the review box is easy to miss (and it's partially a quality indicator, so we want people to see it). 
Also, quick links are unlimited in it's length and the review box is always quite short - so it's better to have it above the fold.

Not blocking anything I would say, but probably an easy fix anyway.

I disagree.  There's a notice above articles which notes that an article needs review.  Additionally, as 99% of people who fall on a page don't care about the review box, and QL are there to lead those people to another page, we can't make review boxes more prominent than the QL.
