The same popup menu that appears when holding the mouse down in the body of a
message also appears when holding the mouse down in the thumb of the scroll bar

Reproducible: Always
Steps to Reproduce:
1. Open a three-paned view of the mail window (mailboxes, message list, message
body)
2. Select a message from the message list with a body sufficiently large to
create a scroll bar in the bottom pane.
3. Hold the mouse down on the thumb of the scroll bar

Actual Results:  A popup menu appears, and the thumb of the scroll bar can no
longer be manipulated.

Expected Results:  No menu should appear.  The window scrolling should be
controllable while holding the mouse down on the thumb of the scroll bar.
