My device can't proper connect and the status bar is playing signal-searching.png continuously causing my device to run at 30 FPS to update an animation that only appears to require maybe 4-5 FPS. If the user is stuck in a state where the device can't acquire a signal we will be burning the battery playing this animation at 30 FPS. I don't have tools to inspect a APNG so I can't provide exact details.

I suggest that we replace this asset with something that updates at ~2 FPS or so.
According to bug #896231, this file was replaced with a GIF several months ago. I don't know what the framing rate is in the GIF.
It's definitively still there on master.

Yes it appears that only the 1.5x was turned into a GIF.  The GIF has a framing rate of around 15 FPS. The 16x16 PNG has 35 frames with 3 colors (black, gray-102, and white) and 4 alpha levels.  I don't have APNG-inspecting tools either, but will get one and have a look at the details.

Reduced number of frames from 35 to 5 and framing rate from 100/7 to 2
Looks much better here :)
Revised animation, 100/49 fps instead of 100/50 to match original framing rate, recompressed with zopfli to save a few bytes.
