Description:
The string "App install error" is not translated. This error is prompted when trying to download an app without a data connection.

Repro Steps:
1)  Updated Buri to Build ID: 20131118004001
2)  Change the language to Romanian.
3)  Tap on the "Marketplace" icon.
4)  Scroll down to "Loqui IM".
5)  Turn off the WiFi and data connection.
6)  Tap on the "Free" button and look at the bottom of the screen.

Actual:
The string "App install error" is not translated.

Expected:
The string is translated.

It's seems this string is not available to translate for Fx OS. Maybe Marketplace?
I would like to fix this, but in order to fix this I have to know where is the string and how to translate it.

From what I see, this isn't a gaia l10n string, but a marketplace string.
Flagging Peiying so she can advise about this (that said, Peiying is travelling to SA with me, might take some time before getting an answer)
