94015 - Installer displays Japanese as garbage in certain Whistler-Ja desktop themes

07-27-00-branch Win US and JA builds on Whistler-Ja build 2462.

Whistler has a feature where the desktop theme can be changed.  The default
theme is Whistler; other themes include Windows Classic and Windows 98.  The
Installer displays JA chars fine in the Whistler and Windows Classic themes, but
as garbage in the Win98 theme.  However, if switching from Win98 theme to Win
Classic theme, then the Installer will display garbage in the Win Classic theme.
 But after switching back to Whistler, it is then possible to switch to Win
Classic and display chars okay.  Win98 theme, however, always displays garbage.

Steps:

1) Set desktop to Windows 98 theme by right-clicking the desktop, then selecting
the theme in the resulting window.
2) Begin either US or JA build install.  
3) Choose an Install Directory that contains JA chars.  JA chars will display
correctly in this window.
4) Click Next.  The part of the path containing JA chars shows up as garbage.
5) Click Next.  Components that contain JA chars will display as garbage.

Note that this does not happen on Win98-Ja.  This is a problem that is confined
to the Whistler OS.

Please verify the bug and see if it is still valid for 0.9.4.

Cannot repro on JA WinXP RC1. (Win98 theme is not avaiable in JA WinXP RC1)
Mark as INVALID for now. 
Will be regressed on JA WinXP after release.

Cannot repro with JA N6.2 RTM on JA WinXP Pro.
Verified.
