User Story:
As a user I want to see the progress of a web page as it loads, so that I know when loading is in progress.

Acceptance Criteria:
Functionality should match existing Browser functionality unless described otherwise in UX spec.

Estimating as 2 points. We need to do some work here to match the UX spec for the loading state of the Rocketbar. We need to show it in an expanded state when a page first starts loading, then collapse it when content first appears.
