When the Persona Trusted UI is open it is not returned by the WindowManager as a displayed_app() It also does not have the "active" class applied to it that would highlight it as the current active frame. Thus it is not possible to detect it as being the top-most frame, the one that the user is interacting with. (nb Alive this is true for both the WindowManager and your new patch)

What is the user impact to this bug? Is it an automation only impacting bug?

Outside the scope of automation I am not sure, but any privileged apps that use the WindowManager API to see what is the currently active app could hit this problem.

My question: How do you detect popup window in Testing now? The two are similar and I don't think there's an active on popup now. This may be resolved after https://bugzilla.mozilla.org/show_bug.cgi?id=916709 and https://bugzilla.mozilla.org/show_bug.cgi?id=911880 is fixed, which are not contained in bug 907013.

We've discussed this a bit and also now possibly have a way to solve comment #4.. also we have the AppWindowManager which makes this bug invalid.
