Steps to reproduce:
1. Load My Submissions page https://marketplace-dev.allizom.org/developers/submissions
2. Click the "Content Rating" link for an app that has not set up IARC Certificate.
3. Click the "Create an IARC Ratings Certificate" button.
4. Close the new opened tab.

Expected results:
The spinner should be cleared from the Get My App Rated section for the user to be able to click the button again.

Actual results:
The spinner is not cleared and the user has to refresh the page in order to be able to click the "Create an IARC Ratings Certificate" button.

Notes/Issues:
Verified on FF28 (Win 7).
