Reproducible on:
Windowx XP x86, using:
- Firefox 25.0.1 (BuildID: 20131112160018): Mozilla/5.0 (Windows NT 5.1; rv:25.0) Gecko/20100101 Firefox/25.0
- Firefox 26.0b8 (BuildID: 20131125215016): Mozilla/5.0 (Windows NT 5.1; rv:26.0) Gecko/20100101 Firefox/26.0 - normal installer
- Firefox 26.0b8 (BuildID: 20131122094025):  Mozilla/5.0 (Windows NT 5.1; rv:26.0) Gecko/20100101 Firefox/26.0 - stub installer

Steps to reproduce:
1. Download the stub installer for Firefox 26 Beta 8 ja (Japanese) language.
2. Execute the installer and follow the steps to the end of the process.
3. Open Firefox once it has been installed.

Expected results: All the text displayed inside the browser is rendered properly, according to default font selection and locale in question.

Actual results:
2. All the available text from the installer is displayed as glyphs instead of actual font type.
3. Most of the text available in the browser is displayed as glyphs instead of actual font type.

Additional notes:
- I’ve also attached a screenshot on this matter.
- This issue is *not* a recent regression from Firefox 25.0.1, as stated above.
- This issue is also reproducible on the following locales: ar, he, hi-IN, th, ja, ko, mr, th, zh-CN, zh-TW.
This seems to be a broken setup, I can't verify at least one of them.

It's generally a good idea to get traction on issues by filing a bug, but in this case, getting someone to confirm independently would have helped. Also, for an issue that reproduces in a bunch of languages, file a bug on product, filing it in one of the localizations won't get you the traction you're hoping for.
