Consider increasing the inactivity timeout for scrolling layers

Details

Currently the inactivity timeout for scrolling layers is very low. I believe it's 5 second. This means that if a user stops panning briefly to read something and continues to pan the layer is no longer activate. I believe we should keep that layer active much longer. 

How about until another layer is scrolled or something like 30-60 seconds, which ever comes first?
