Description

Languages screen does not scroll, therefore language options below the fold of the page cannot be reached

**PATH**
in language selection screen attempt to scroll list up and down

**EXPECTED**
list scrolls so that language options below the fold of the page are accessible

**ACTUAL**
nothing

I get the feeling this is a bad build, as this happens if the base image has a touch events problem (e.g. leo builds).

Actually, I noticed on the other bug that the testing done here is done on an unagi device. Unagi isn't a supported device on 1.2, so I wouldn't be surprised if there's a lot of things not working here.

QA wanted also to check this on a 1.2 buri device.

I can reproduce this after a reset of the device on buri; FTU is not scrolling in general.
