When a contributor replies to a question she should be able to mark that reply as "needs info". This should be implemented as a checkbox below the text input, similar to Bugzilla.

Replying with the checkbox checked should tag the question with needsinfo. We need to tweak the reply form, the view, the template, maybe the styles, add a test, ...
