Description:
If the user is using a foreign SIM and turns off the data connection and the roaming, the roaming triangle can still be seen in the status bar. 

Repro Steps:
1)  Updated Buri to Build ID: 20131213004002
2)  Insert an out of country foreign SIM into the test phone. 
3)  Tap on "Settings".
4)  Tap on "Cellular & Data".
5)  Turn off the data connection and turn off data roaming.
6)  Observe the status bar. 

Actual:
The triangle symbol for roaming is still shown even though the data connection and roaming are turned off. 

Expected:
The roaming symbol is not shown in the status bar when data and roaming are turned off.
