Steps to reproduce:
1. Open a web page in Firefox for Metro.
2. Right-click or edge swipe to display the navbar and tabs.
3. Press spacebar, arrow, or PageDown keys to scroll.

Expected results: The navbar and tabs should hide.
Actual results: The navbar and tabs are still visible.

This is bad when scrolling by page, since the toolbars hide part of the page.  We correctly hide the toolbars when scrolling by touch, and we should do the same when scrolling by keyboard or mouse/trackpad.
