Steps to reproduce:

Users are presented with a page with nine boxes.
The best they can do is click X and then another choice is automatically chosen for them. They feel they have little control.



Expected results:

In bug 736540 we learn that there is actually a way to control things. However this is not obvious to users. Therefore there should be an explanation panel at the bottom or at least a question mark link, or at least something in the right click menus.

With the new NewTab trough Activity Steam we now have an option to "Add Top Site" in the section menu.
