Reason: I didn't add a description for the attachment.

Trying this from the "Add an attachment" screen results in: "You must enter a description for the attachment." 

Even: what about adding a script that checks and complains if there's a file selected present (if there is a way to tell) but not a description.

Or marking this field as mandatory at least.

We are not fixing bugzilla bugs. We may need to upgrade it on the server though :).
