User Story
+++ This bug was initially created as a clone of Bug #957750 +++ User Story: As a user I want to be made aware of how my data will be used if I enable performance and e.me (or future trusted partner) data collection in the Settings for the purposes of improving the product. Acceptance Criteria: 1. Telemetry and trusted partner data collection is disabled by default. 2. In the Settings, I am told what the data collection for telemetry AND for trusted partners (e.me only, currently) is meant for. 3. In the Settings, I am able to enable data collection.

I know Neo owns Settings, but I'm flagging Jacqueline instead (sorry!) because this will need to reflect/complement whatever is decided for FTE over in bug #957750, and I think FTE will lead.

Sorry for missing this one. If this bug is still relevant, it looks like there has been a consensus on bug #957750 of option 2 which can be reflected here. If UX is still needed, feel free to flag me again.
