Details

This is a variant of bug 958338. STR:
 • launch the Settings app, enable FDN;
 • launch the Messages app, send an SMS to a non-FDN contact
 • → an “FDN active” alert is displayed, close it
 • → the message is tagged with an explanation mark in the discussion panel
 • try to resend the message by tapping on it

Expected:
 • the “FDN active” alert is displayed again

Actual:
 • nothing happens

In case it helps, this is not a blocker for IOT but very nice fix for 1.4
Let's not block 1.3 for this as we are very close to targeted Zero bug date. Please ask for approval once the patch is ready.
