Mozilla Releng/Ateam currently use Amazon AWS for Linux infrastructure in the cloud. We should complement that with Microsoft Azure.

Azure has the following advantages:
* * allows us to run a wider range of windows workloads(eg visual studio)
* is 30% cheaper for some windows workloads
* provides some hosted services that amazon does not eg consistent queues, key/value and object stores with random io.
