Mochitest for B2G ICS debug build:

While running tests/dom/general/test_interfaces.html, there is no wifi-manager permission

But for mochitest on B2G ICS opt build:

It has wifi-manage permission!

It breaks the dom global objects test when requiring permission to construct.
