When SIM 1 first camps on network and SIM 2 is still searching, once SIM 2 is about to camp on network till completely get signal, SIM 1 RSSI icon will become no signal and then re-camp again. Please watch attach video. No such problem when SIM 2 first camp on network.

* Reproduce Steps
1. Reboot device.
2. If SIM 1 first camp on network while SIM 2 RSSI is still in searching status, keep watch SIM 1.

* Expected Result
SIM 1 should keep its status even SIM 2 camps on network.

* Actual Result
SIM 1 data call icon will be disconnected and no signal level when SIM 2 camps on network. Later SIM 1 will connect to network again.
