When we launched curated groups, all functional areas were set to "Accepting New Members: BY REQUEST". They should all be set to "Accepting New Members: YES".

We can accomplish this manually once bug 968988 is resolved, or we can accomplish it with a migration. In either case we should be sure to only change groups that have the functional area flag. Curated groups may have been created since launch that have a "by request" flag, and we should not change that.
I'll create a migration for this.
