After a quick investigation I'm at a loss. I've verified the files are getting copied into the test package, and that the desktop_unittest.py mozharness script is installing mozbase packages from the test package.

This is jgraham's patch from https://tbpl.mozilla.org/?tree=Try&rev=96e06d6f1e7f It fixes the issue, so I'll land it in github.
