Steps to reproduce problem:
1. Open Editor
2. Insert HTML <xmp>&amp;</xmp>
3. Switch to source view

Actual results: <xmp>&amp;amp;</xmp>

Expected results: <pre>&amp;amp;</pre>
The point being, <xmp>&amp;amp;</xmp> is wrong anyway.

While this might be a nicety, most people know to use <pre> instead of <xmp>.  A 
simple conversion to just swap out these tags is insufficient.  Any entities 
would need to converted to their proper form.

We have enough on our plate now and this doesn't seem very beneficial to a 
majority of our users so I am resolving it as WONTFIX.

The problem is that Mozilla IS converting the entities when it shouldn't.
This applies to HTML source view as well as Insert HTML.

Either fix xmp not to convert entities, or replace it with pre (which is 4xp).
