Dragging a folder within "Bookmarks" on the Toolbar to another place in the same
folder does not change order of items; instead, it creates a bookmark with the
same name as the folder.  The new, junk bookmark doesn't do anything, since it
has no "Location", just a "Name".  These junk bookmarks only show up in
"Bookmarks" on the Toolbar, and the root of the Toolbar (ie. not under the
Bookmark Manager, the Bookmarks menu, or underneath folders on the Toolbar).

Repeating this process will create additional junk bookmarks with names
identical to the first folder this is done with.

Also, only one junk bookmark will show up in each folder if a second Navigator
window is opened, and junk bookmarks disappear altogether when Mozilla is restarted.

Steps to Reproduce:
1. Drag any bookmark folder into a different place within the same folder that
the first folder resides in.  (This must be done under "Bookmarks" on the
Toolbar, since this is the only place you can drag bookmarks outside of the
Bookmark Manager.)
2. Rinse
3. Repeat


Actual Results:  Junk bookmarks appear with only a Name

Expected Results:  Rearrange the order of the items in the parent folder
fixed on trunk
