96000 - Rename in personal toolbar brings up empty properties dialog

When using the personal toolbar, rename does not work for URL:s that you have
entered yourself. When you choose "rename", you get an empty properties dialog
box. The URL should be filled in, but it is not. Then you type something, and
press OK, but nothing happens. The Dialog does not go away until you press
"cancel". There is a strange dialog title as well: "Properties for
"**mb_title**"". Used 20010815 nightly build on Win2000. 

Reproducible: Always
Steps to Reproduce:
1.Put a new URL in the personal toolbar. This is done by:
2.Type a URL in the URL bar.
3.Copy the URL (CTRL-C on windows)
4.Right-click on the personal toolbar folder and choose "paste"
5.Right-click on the new personal toolbar entry and choose "rename"

Actual Results:  An empty properties page comes up, without the URL. There is a
strange title as well: "Properties for "**bm_title**"".

Expected Results:  The URL should be filled in, and a better title should be
used for the dialog. 

This is actually 3 different errors:
1. Empty URL
2. Strange title
3. OK button does not work

has fewer dupes marked for it and it might be lonely :-)
