User Story

As a signed-in desktop client user, I can decide whether I want to receive calls from anyone, only my contacts or no one at all so that I can avoid being called by people I don't know.

Acceptance criteria:
* When signed-in, the availability indicator allows 3 options:
- Available: Anyone can contact me
- Contacts only: Only my contacts or clickers of URLs I generated can contact me
- Do not disturb: No one can contact me
* By default "Available" is the selected option
* When "Contacts only" is selected, the user does not get notified when an incoming call originates from an ID not belonging to any of the IDs of any of the user's contacts

"Receive calls from my contacts only" should be enabled by default to avoid SPAM.
P2 was set because similar applications (ex: Skype) has had to a default to restricted (only people in contacts) to avoid SPAMming.  We could ship first MVP without it - but will need to do it in an early release.

I really want this, but I wouldn't block the first release of FxA & contacts for this.

hi mika, are we OK pushing this to Fx38? and then re-visiting.  when say allow access only from contacts - that would limit to logged on contacts and we are mostly going for anonymous scenarios for a while.  which would disable most of the product functionality at this stage.

We are currently reworking the Loop "user journey" (bug 1209713) and as part of this direct calls and contacts are being removed. Therefore closing direct call related bugs as wontfix.
