Bugzilla now supports OR groups (although perhaps not the version BMO is currently running). We should look at what it would take to switch BMO to using OR groups. That probably requires looking at what group combinations are in use at the moment, seeing which ones are absolutely required (and updating bugs to not use the other ones), and working out a migration plan.
The advantage of doing this is that it would enable much more sensible uses of groups. For example, the security team would like to use more fine-grained group permissions on security bugs, and trying to do that using AND groups is much more brain-bending and hard to operate.
