Pontoon[0] is a WYSIWYG l10n tool that will make it easier for localizers to localize Affiliates.

* it integrates with SVN
* it doesn't replace or clobber Verbatim
* it only allows localizers to modify strings that would be extracted in the PO file
* it's only needed on dev

In other words, this has almost no impact on the dev team but has a huge positive impact for localizers. We should include this script in our dev instance:

I'll make sure it gets deployed to dev before we extract strings.
