Steps to reproduce:
1. open settings -> Call settings.
2. There is Call Forwarding menu.
Actual results:
Not possible to change number defined in Call Forwarding menu
In Call Forwarding menu is not possible to change the number defined by default in the options "Forward when busy" and "Forward when unreachable". It's inaccessible (grey colour).
By code string works as expected
Expected results:
We are from ZTE corporation and The error only appeared in Venezuela .

The phone number for some call forwarding settings (such as forward when busy, unreachable, no reply) might not be changed, the carrier might not allow to change it. This is not a bug but a well known way of working.
We encountered the same problem in French. In Android system,the call forwarding number is editable. We found that in gaia/apps/settings/js/call.js, there's a function named cs_displayRule, in this function it set the CF number whether editable.
In order to explain to the testers,we need to know why do this?
If we always set to editable in function cs_displayRule, is there any effect? tks!

We finally are going to take care of it (see bug 1029394). Let's modify the current UI in bug 1029394 please. We should resolve this bug as a dup of that one.
