[Android] Sync options dialog can be accessed from Firefox menu only after the initial sync ends

Nightly 31.0a1 (2014-04-23)

1. open Firefox for Android and go to Menu > Settings > Sync
2. sign in with an existing account
3. after signing in, the 'Account verified' dialog is presented. Tap on 'Back to browsing'
4. go back to Firefox menu > Settings > Sync

expected: sync options dialog is presented

actual: the 'Account verified' dialog is presented. sync options dialog will be displayed only after the initial sync ends

I'm not really sure this is a bug; it's more like a design choice.  Technically, Mozilla doesn't allocate Sync storage until after a Firefox Account is verified.  Of course, users don't know that (nor should they!), so what we do is a little misleading.  But it's complicated to let users edit the check boxes and device name, but not actually be able to Sync, and have to message that this is all make believe until some later date.

It could be done, and technically it's not all that hard on Android, since we support doing all the editing offline already, but it's work that I'm not sure we want to do.  We should make people verify as quickly as possible rather than handle unverified accounts really well.
