If you initially set up Sync prior to Firefox 29, getting your data back requires getting your Sync recovery key either from a backup or from one of your other devices (see https://support.mozilla.org/en-US/kb/ive-lost-my-firefox-sync-account-information#firefox:win8:fx28&mobile::m28), and then setting that up with Sync in a build of Firefox 28.

Unfortunately, if you have no way to find your recovery key, there's no way to retrieve your data.
(This is a support request rather than a bug, so I'm going to resolve it INVALID. https://support.mozilla.org/en-US/home is a better place to ask for help, but I'm also happy to provide further clarification here.)
