1001422 - Enable "image.mozsamplesize.enabled" for DEBUG=1 profiles

moz-samplesize has been enabled in bug 854795, it's enabled on B2G, so it would be nice to enable it in DEBUG=1 profiles as well.

The pref is "image.mozsamplesize.enabled" and is a boolean pref.

Expected:
* we see the image in different sizes

Actually, running "DEBUG=1 DESKTOP=0 make" is better, even if both should work.

In Bug 995116 I'm writing tests that run code that uses moz-samplesize, that's why I need this in the environment used for unit tests.
