With the latest update to 2.0.0.0-prerelease, build 20140428030526 you cannot change language anymore. Right after updating it returns back to English and even selecting another language in Settings doesn't change things.
Also a reboot doesn't help.

Is it emulator? Device? If device, which one?

I flashed the nightly build 20140428030526 from http://downloads.geeksphone.com and I verified that:
- navigator.language is set correctly, when language is changed,
- UI is retranslated correctly for ar, fr and zh-TW
It looks like maybe something has changed in the build config on Geeksphone's side and the localization files for all other languages are not being picked up correctly anymore?

which locale does not?

Sometimes, data from l10n mercurial repositories are missing, hence the fallback to built-in test locales (ar, fr and zh-TW).

AFAICT, this is an intermittent bug, I've already been hit by this bug in the past, and then it was working again in the next build.
With the latest update this has been resolved.
