steps to reproduce:
1. Launch the latest marketplace-dev packaged app
2. Open any app and press "Report Abuse " button
3. Fill the form and press Send Report button

expected behavior:
1.User should be asked to go online in order to send the abuse report

observed behavior:
1.A simple "Error while submitting report" is displayed.

The packaged marketplace app will not be usable offline -- the user will be blocked by a screen that informs them they are offline -- so any link to an app's "report abuse" is a network request that cannot be fulfilled. The user should not be able to reach this page to press this button. The error shown is consistent with a non-Marketplace system error.
