File modified date for installed file is incorrect

Build: 2001-09-14-04-0.9.4(MAC)

1. From http://jimbob/trigger3.html, click on Acceptance drop-down and choose  
   a_adddelregfile
2. Click on Trigger case button
3. Click on Ok button from Items to Install

RESULT:
Installed file shows Modified date as Thu, Jan 1, 1970 12:00 AM

EXPECTED RESULT:
Installed file shows Modified date as Fri, Apr 16, 1999 4:28 PM
Nominating for branch.  Actually, I don't know how important this is, but I do
know that it is incorrect.  If a user is depending on the accuracy of the
Modified date, then this needs to be fixed.  After it gets installed, it does
not change thus potentially impacting future changes.

Naw, we won't be XPInstalling anything of consequence in the branch build for
MacOSX users. Might have an installer for the next go 'round, so adding nsbeta1
