Steps to reproduce:

Currently NDEF records with TNF Absolute URI are handled the same as TNF well know with RTD URI. Both records are formatted in NfcManager.formatURIRecord, this method assumes that NDEF payload carries URL, which is ok in case of RTD URI. 
According to the spec TNF Absolute URI record carries URI in record type, this URI can define the format of payload.
I have test case for that in Bug 1000981.
