In order to obtain the files that are installed under defaults folder of app install directory, we need to make account manager to implement DirectoryServiceProvider. That allows us to reach all messenger's selected locale defaults by simply calling the right property. Also, this keeps XPCOM module cleaner by reducing the dependencies on components like chrome.
What is the impact on the user if this isn't fixed?
