I have seen on a couple occasions people complaining that they wanted to move an item to the last position in the visible palette of customization mode, but were unable to. It seems to them that this is not a super useful activity, but it feels broken that this is not possible.
Appending items to the end of the list/grid should be the "default result" of flinging items to the palette, as in what happens when you haphazardly drag and drop an item into the empty space of the palette where there are no items.

Bug 1007910 *might* be a duplicate.
Bug 1007910 is not a duplicate, as we have special logic for repositioning wide widgets in the menu panel.
