[Reproduce Steps]
  1. Launch Music app -> Play any music
  2. Go to homescreen -> Launch Camera
  3. Long press home button to invoke card view
  4. Use command "watch adb shell b2g-info" to monitor every process
  5. Left/right flick to control card view
  6. If process is killed by LMK, click app card to invoke app

  Card view can launch app again or card view should sync with current exists process

[Actual Result]
  If process is killed by LMK in card view, app card still exist in card view and cannot invoke this app

I think this might be a duplicate of bug 983772 which is a duplicate of bug 994518 ?
if bug 994518 resolved, it might resolve this issue as well
but it may also cause one situation: before card view appears, the background app is killed and card view won't see these killed app
I'm not sure if this is what we want or it's as expected?
