Steps to reproduce:
1. Followed instructions to disable old Firefox sync on laptop and Android tablet.
2. On laptop proceed to "Sign In To Sync"
3. Click "Get Started"
Actual results:
The page "about:accounts" reports:

I "never" accept 3rd party cookies for privacy and anti-tracking; I have Keep Until set to "ask me every time".
Expected results:
Firefox should follow its own cookie rules for its own internal URLs "about:accounts" and prompt to accept cookies.
As a work around attempted to add a cookie exception to allow cookies for internal URL "about:accounts", but the exceptions dialogue does not accept internal URL in the input field.
New Firefox Sync dependency on cookies is a bad idea, fails to account for user's existing privacy choices, and fails to support internal URLs.
